Former Powell Couple Indicted in $9.3 Million Medicaid Fraud Scheme

A former central Ohio couple has been indicted on 12 felony charges for allegedly defrauding Ohio’s Medicaid program of approximately $9.3 million by billing for services that were never provided. Roberta Acheampong, 39, and her husband, Godfred Owusu-Sekyere, 46, formerly of Powell, were charged with engaging in a pattern of corrupt activity, telecommunications fraud, theft, forgery, Medicaid fraud, money laundering, and identity fraud.

According to the Ohio Attorney General’s Office, the couple owned and operated One Community Mental Health, a behavioral-health clinic in Franklin County. Investigators allege the pair exploited refugees seeking resettlement services by billing Medicaid multiple times a week for entire households—without the families’ knowledge—for unnecessary mental health and therapeutic behavioral services that were never actually provided. They are also accused of forging documents and stealing the identities of translation and transportation staff members to submit fraudulent Medicaid claims under those workers’ names. Banking records reportedly show the stolen funds were funneled through multiple accounts to finance a lavish lifestyle, including real estate and a Porsche. The couple is believed to be living in Kenya or Ghana, and extradition could potentially be on the table.

In separate but related cases, 10 other Medicaid providers were indicted in Franklin County this week, accused of stealing a combined $563,860 from the program. The 12 indictments were announced as part of Ohio Attorney General Andy Wilson’s broader crackdown on Medicaid fraud. This case reflects the government’s aggressive pursuit of healthcare fraud, particularly schemes that target vulnerable populations like refugees and rely on identity theft to conceal fraudulent billing. The investigation was conducted by the Ohio Attorney General’s Medicaid Fraud Control Unit.
